In 2005, practicing veterinarian Dr. Jack Stephens founded Pets Best Insurance Services, LLC with his business partner, Greg McDonald, in Boise, Idaho.
A few years later, Dr. Stephens co-founded the North American Pet Health Insurance Association (NAPHIA), solidifying Pets Best as a company dedicated to pets’ health and making it part of the foundation for the growing industry of pet insurance.

You can choose from three coverage and pricing options for this plan. Each level of the BestBenefit plan includes coverage for accidents and illnesses. Here are the three coverage options for the BestBenefit plan and what they each include:
- Essential: This coverage includes only basic coverage for accidents, illnesses, cancer, hereditary conditions, emergency care, surgeries, and prescribed medication.
- Plus: This includes everything in the Essential option, plus exam fees associated with the diagnosis of your pet for an eligible disease or injury.
- Elite: This covers everything in the Essential and Plus options, with the addition of rehabilitation, acupuncture, and chiropractic care. This option is the most comprehensive, and it’s typically only $1–$2 more per month than the Plus option.
Coverage Exclusions
Like all pet insurance companies, Pets Best policies don’t include coverage for pre-existing conditions, which the company defines on its website as “any illness or injury that begins before your policy is effective, or during your waiting period.” However, curable conditions such as broken legs or kennel cough are not considered pre-existing conditions since they can heal and require no further treatment.
