Foundation Vent Wells

I just bought a new (built in 2006) house that was a foreclosure. House is in good shape but the landscaping was never completed. During the purchasing process the home inspector informed me I should dig wells around all my foundation vents. All my vents are above grade (barely). I've read stuff that said you don't need wells if your vents are above grade. If they are below grade and you need wells, then the builder screwed up. Any professional advice on wells vs. no wells would be much appreciated.

Is it possible that to much back fill was put in and can be pulled away without creating grade toward the house?

Why would there be vents below grade?

Yes it's to ventilate a craw space. They shouldn't be below grade but some times back fill or landscaping brings the ground level up if the vents are low to start with. Mine were about 10 inches above the ground when the house was built (1860) but over time the ground has been built up in one garden area and the vent was almost completely buried until I regraded the area.

Yes, I believe I can remove material in front of the vents while still maintaining a slope away from the foundation. I'm thinking if I do my landscaping right, I won't have to dig holes in front of them.

I have been taught that even if it is not a true crawl space you still need ventilation for insulation.

I think what he's talking about is houses like mine where the floor joists are only about 6 or 8 inches off the ground, hardly what you could call a craw space.
