Tree stump with rotting center

I just had a maple tree in my front yard cut down. I asked the tree service to leave about a 2-3 foot stump that I could use as the base for a flag pole. Unfortunately, the center of the tree is rotted out (about 6" in diameter). The overall diameter is about 18". Is there a way that I can stop the rotting from spreading so that I can plug up the center with concrete and PVC piping?

No, it is wood and it will not stop. Rot is a disease just like the flu for a human. I would say just remove the stump and use the chips else where.
