stone under fence

I live in New England and recently installed a beautiful cedar fence along my back yard. Unfortunately, my dog and my neighbor's dog love to dig on both sides of the fence. My thought was to install about 18 inches of 1 1/2 inch stone with edging along my side of the fence to discourage the behavior. But, I am worried that the stone will simply find its way into my neighbor's yard because there will be nothing to hold it up on their side. Do you think this is a legitimate concern? Should I put down some type of paving stone instead?

I've had trouble finding examples of this sort of thing, but I would rather have a finished look along the fence than put up some kind of dog spike under the fence - the dogs would still dig but be blocked, and the yard would look unfinished still.
