Brick Wall - Moisture Buildup inside

My Brooklyn, NY exterior brick wall (about 40' x 4O' - home built in the 1880s) was repointed over 7 years ago and the flat roof and parapets were flashed and fixed. Just recently the interior walls are showing moisture damage and the rooms smell moldy. Some say the repointing / parapet work might have been shoddy, but would it take 7 years to notice the impacts of this potentially shoddy work? that seems to long?!

Would installing some weeping system help? Some say that these walls were built solidly and are really too thick for the effective installation of a weeping system. Any thoughts / perspectives would be greatly appreciated! is the problem from exterior moisture penetration or from moisture within the home?
Wall consists of brick, then an annular space then the old lathe wood with plaster over that. There is no vapor barrier.
