HVAC - Air Duct - Blow air into Stairwell not living areas (New House New Build)

I bought a new house new build in May 2016. The HVAC air ducts continuously blow air or heat into the stairwells and not the living areas. I have brought this issue to the home builder and HVAC company that installed the unit and they keep informing me there is nothing that can repair this. Well, I don't believe that. So I am reaching out to This Old House for advice on this matter. Are there any other resolutions to stop the air or heat from blowing directly into the stairwell and blow into the living areas?

I would never go back to the builder, they are just useless. And the company that installed it to begin with, they are the folks that caused the problem. Contact a better quality HVAC company. interview the right people, and they will fix you issue. It takes someone that is not lazy and someone that cares about the quality of their work. If air is not coming out of the ends of the ducts at the registers, then something has come apart. That also tells me that the joints of pipe were not screwed together nor taped.

I had the same type of situation with a tech that was sent to my house for a unit check and test before the cold season. This idiot left the cover off the furnace that day, as I called away from watching him. He came up stairs and informed me that everything is fine, and then left. This was on a friday. That night the outside temp dropped low enough that the furnace should have kicked on. It did not. That next morning I walked down into the basement to look things over, it was then that I discovered the cover not installed. The furnace will not file unless the cover in properly installed on the unit. I could have easily installed the cover and the furnace would have come on. But I asked my wife to call their 24 hour emergency number. They sent 3 techs over to look at the cover still laying on the shelf where the first tech left it. It was the principle of the situation. I paid for the initial service, and they tried to give me a bill for this call. That is when I went off on all of them. I have yet to use their company since, and I have told everyone I come into contact with about them. Do not use "Friendly HVAC", they are a bunch of useless idiots.

We have since found, after some interviewing, a nice, high quality company that performs the service on all of our units every 6 months. We have 3 furnace and 3 AC compressors. They are always professional and perform high quality work.
