Weep hole in basement - fill with hydraulic cement

Slight flooding in our basement (1950s ranch) so I opened the wall to see what was going on. I discovered a rectangular weep hole about a foot off the ground. I stuck my nail puller into the hole and it appears to go all the way through the basement wall.

I have no clue why this would be here but I definitely do not want water to continue to infiltrate the basement. Would patching this with hydraulic cement be the best fix?
