Smoothing over cinder block walls

I am trying to move in to what used to be a garage/storage area:mad: The walls are cinder block, and the room is already very tiny. I have little money to make it livable. There are cracks and holes straight through the blocks and all sorts of the many species of Savannah's bugs and spiders are getting in. Since a few weeks ago, I have counted 3 deadly juvenile banana spiders plus 53 other species of bug/spiders. I regularly spray Ortho Home Defense, but more bugs come in. They die and another wave of bugs comes in through the cinder blocks. I have been caulking, but there are just too many cracks and my hands are killing me. Someone told me to spackle, another person said plaster, another said smooth wet cement over it. I wanted to wall paper or put up fabric but the bugs would still be behind it. What can I do that will save money and allow me to move in ASAP?:(
