Strip of 8” PT plywood at base of siding

Below the starter row of my lap siding is a 12” tall strip of 1” foam insulation glued to concrete.  On top of that is 8” tall 1/2” pressure treated plywood surrounding most of my house.  The lap siding slightly covers the top of the foam and plywood strip (starter row).  There is no foam insulation behind the rest of lap siding   

I assume they put the foam insulation to help insulate the crawl space.  I’m curious if the foam and row of plywood is common or just something this builder did?
