Removing Toilet Plug

Hi!

I bought a house two years ago and am (slowly) going through and making updates/repairs.

The house was built in 1970 and at some point, the toilet in the basement was plugged.

i can’t seem to locate online what type of plug this is and was hoping someone might help identify and know the steps for removal. As you can see in the attached, the flange is broken and would need to be replaced. I was hoping to get a better sense of what needs to happen to reinstall the toilet by getting the plug off.

Any help is appreciated!

It looks like a push on drain cap, should just have to pry it off.
