Wine and Roses Flower failure

This spring, I purchased a Wind and Roses perennial which I have potted in an ample sized pot. From the beginning, it would not flower and the leaf tips turned brown and dried.
I took a clipping to a local garden center who identified the branch as having some kind of fungus (small, white growths/spots on the branch). I began treating the plant with a fungicide and that seemed to improve the plant. The leaves became better, but not what they should be and it did produce buds.
However, the buds are now dying before they bloom. There is nothing on the bud itself to indicate mildew, mites, etc., no discoloration (turning brown, yellow, gray) that I could see - but then again, I am a bit of a novice.

Any help here?

Check what your feed and water. Sounds like something missing.
