We just moved into our first new house, and found our basement toilet be a very, very weak flusher! I looked in the tank and there is what looks like a plastic jug, cut in half, mounted to the flapper portion of the toilet. When the toilet flushes the water drains from the jug, but not the rest of the tank. What is that thing? Is it a second tank?
Likely this is one of the early "low flow" toilets that didn't work too well. If you're having a problem with the flush quality, you can increase the water flow per flush by trimming the plastic jug down a little bit. Do this in small increments until the flush is satisfactory.
