What is missing between our French Door and Deck?

Greetings,
We recently purchased a 2009 townhome with a second floor deck accessible through a French door. Last week we noticed that the area directly below the French door sill and above the deck appears to be missing something. From the outside we can see some type of metal siding attached with nails on top of some other material (we don’t recognize it but it resembles a plastic tarp) which is adhered with some black tacky substance. Beyond these two layers, we can see another black surface. It seems like something should be covering this entire area.

Can you tell us if we should have some piece of wood trim, pvc or siding that should be covering this entire area? Is this something we can/should do ourselves or should we hire someone?

Looks like the guys that installed the vinyl siding didn't put in the siding/trim piece under the door. Either have a siding company come out and finish the job, or get yourself a piece of wood trim, cut to length, nail in place, paint to match door.

You need a piece of flashing that will take any water away from the house - pretty much like what a drip edge is doing on your roof.

If you look at what you have now, you'll see that water is going behind the deck. A flashing will stop that and will fill in the gap nicely.

Any experienced handyman can do it for you.
