What can I do with my shrubs

I bought my house a few years ago. I have been trimming my bushes at the height the previous owner had them. I think they are juniper bushes. They are about 5 feet tall. They are getting bare. The bottom 2 feet have no growth. The next couple of feet has sparse growth. Only the top and outer side have any growth. Ideally I would like these to only be about 2-3 feet high so they don't hide the front porch. Can I cut them down a foot or so over the next couple of years without harming them? Or is it time to replace them. A neighbor told me he thinks they were planted about 23 years ago.

Junipers do that, and if you want lower ground covering junipers, then you may want to plant new ones.

You can go on Youtube and see different ideas in caring for junipers.

I have junipers too, they are nice.
