What is this?

Can someone please help identify this "tool". We have asked lots of ol timers and no one knows. Any help will be appreciated.

It looks like a "plug cutter" for boring holes in cork stoppers in a chemistry lab. The different diameters allow for inserting different sizes of glass tubing.
