What is this?

My father in law came across this tool years ago and is yet to find out it's purpose. There is small lettering on the side,"FISHER brand 7-865 Germany 18/8".

My guess is maybe a leather or soft material working tool. In the "closed" position it looks like it could bore a hole, in the "open" position it looks like a reamer.

Maybe some kind of " Marlin spike " for working rope .

Don't know for sure, but it looks like it would work dandy for making little ice cream cones/crepes/waffle cones.

This tool is used for sharpening a cork cutting tool. It is sold by Fisher Scientific.
