Weird Walls Too

My husband and I live in a house which is about 100 years old and we have encountered walls that look like thick paper and it has started to wrinkle and some of it looks like the tape is turning loose. We repaired the walls in the living room with joint compound and by sanding and it looks pretty good, but the walls in halls are terrible. Would it hurt to take this material down like wallpaper because it appears to have a hard surface underneath. It also has been painted over. Help!!!!

Are you sure it's not layers of wallpaper that has been painted over?

my gut thinks that's what she has. It could be fabric too.

It may be old paint because it peels off and is stiff. But underneath it is a hard surface that may be wood. There is no insulation also because my husband's grandparents lived in this house and he know that little fact. Could we put drywall over the wood?
