Watering and planting near the house

My sister is buying a house and the home inspector told her that she shouldn't plant grass or plants near the house because the watering could damage the foundation of the house. This seems really odd to me and I wonder if any body has any thoughts on this.

Howdy, if the soils are expansive clay then planting and watering next to the house is a poor choice.
