Vanity Problem

I will try to explain better this time since I'm not sure how to insert a picture or a drawing. The drain and the water lines are not on the same wall, on the side wall are the drain stub out and a main water shut off valve for the whole bathroom. My question is can I move the drain to where it would be better to install the new vanity without cutting holes in the side of it . Also the shut off valve has a long stem on it can I move it or use a shorter stem so it doesn't protrude out so far. It comes out about 3 inches from the wall. Any suggestions would be greatly appreciated . Thanks Vinny
