Uneven Window Sashes

The interface where the bottom of the top sash meets with the top of the bottom sash is uneven in some windows in my house. This appears to be because of installations of windows that are out of square. I have attached a picture of an example. Is the remedy for this to remove the locks and plane the top surface of the bottom sash? Or should I use spacers underneath the locks?

Any suggestions?

The sash are manufactured to certain dimensions due to that particular window size. If you start sanding and cutting down the sash you will create another problem somewhere else. I would get a rafter square and find out exactly what is out of square and fix it, even if it means taking off the interior trim and re-shimming. I'm sure someone will have a patchwork fix for the problem, pick whichever you are most comfortable with, I never was one for patchwork.
