Unable to find inlet valve on hot water convector

Tuttle & Bailey hot water convectors distribute heat from my oil-fired boiler in my 1950s-era ranch house in New England. Some of the convectors put out a lot more heat than others (one end of the house gets a LOT hotter than the other end), so I want to try balancing the heat in the house by reducing the amount of hot water that goes through the hotter convectors in the house. However, while I can see what looks like a bleeder valve on the outlet end of each convector, I don't see anything that looks like an inlet valve on the inlet end. Can anyone help me figure out how to reduce the amount of hot water that goes through individual convectors?
