Tub Drain

My wife and I recently moved into a newly constructed apartment. We love the place. Great layout, great views, and great neighbors.

We are having issues with the tub drainage though and I was hoping someone might be able to diagnose the problem based a brief description:

If we leave the drain open and run the water it drains just fine. However if we fill the tub then open the drain, it will drain normally for about 30 seconds, but then it slows (almost to a complete stop) and takes further 10 mins to completely empty.

We have had someone in to see if there is construction debris causing an obstruction, but it came back all clear.

Any ideas?

There could be a couple of reasons for this problem , the venting is wrong or your tub is running into a pipe that is back pitched
