Too much water in sump pump basin

In our 1997 house, the sump pump basin fills and pumps out literally 100's of gal of H2O at a time. Water tested is gound water. Not associated with rain/snow - and sometimes there is No water. Last winter was the first time we had water coming up through the cement floor. We have an unsightly pvc pipe going out to the sidewalk to be sure all the water doesn't stay around the house. I'd like to know a solution to the water, or how to better keep the water away or even be able to capture the water for landscaping use.
