toilet not flushing right

When I flush the toilet everything will go down the drain, except for the paper. If I flush again the paper still may not go down. Any ideas. This happens most of the time, if you put more paper in the first paper goes down and not the last. Every so often all the paper goes down. Any ideas?

Have you tried plunging or snaking the toilet? How well do the other drains work, especially the tub? Odds are there's a partial blockage in the toilet or drain, especially if the tub drains slowly too.

However this may not be the case. When the first water-efficient 1.6 gallon toilets hit the US market they underperformed with flushing and some newer cheap ones don't do well either. So if you can't find another cause look in the tank for a build date. If it's early to mid 90's you may have one of these poor performers, and a partial blockage is something it will not cope with so the best solution here is to replace with a new toilet and clear the drains once the old one is out while access is easy.

You may also want to try another toilet paper, see if you get better results. Some papers "float", they don't saturate and sink.

Try this: when you flush the toilet/drain the tank, hold the release arm until all the water goes down, then let it go.

Did the paper go down?

Sounds like you're not getting a full flush. Holding the flush lever down may help as mentioned. If it does the the flush valve is bad or maybe the float needs adjusting or something inside isn't working right.
Take the tank lid off and watch what's happening.

I agree with everything said so far, but there is more.
Does the toilet tank fill full after every flush?
Does the tank empty quickly ?
Does the wash down rim work ?
Is the water valve fully open and provides a good flow?
Is the toilet bowl smooth or does it have a rough finish?
does a toilet auger pass easily through the trap?

There are many mores questions if any of these question was negative.
