toilet not flushing right

My husband replaced our floor a few years ago in our bathroom. The toilet now will not totally flush unless you use the plunger. It just swirls water around. He thinks maybe he did not put the wax ring on properly. There is no leakage around the base. We are getting ready to replace the other 2 bathroom floors and would like to make sure we fix the problem before it happens again. Any suggestions? Thanks for your help.

If you suspect the wax ring, pull the toilet and replace it. While the toilet is out, take it outside and flip it upside down and back flush the bowl, there could be something lodged in the goose neck between the bowl and the outlet.

Thanks. We will try that.
