Tilt Window that I can't lock

I have a double paned, aluminum, tilt window. The lower sash protrudes outward on one side so that the tilt lock is unable to lock into place. This also affects the sash lock's ability to lock all together. I have tried beating the one side with a hammer to get the sash to fall into place but it won't budge.

I was thinking maybe purchase a keyed sash lock but I don't want to start drilling holes in the sash and frame and make a bad situation worse.

I was also thinking just buy a new sash but I don't think it is sold separately.

What can I do?

Also, what do you think is the cause of this defect?
