A previous tenant had used that texture stuff for ceilings on all of the walls in the apartment. I'm wondering what the best way to remove it is....
Chisel and hammer?
There are various textures on the market. Which exactly do you refer to?
If you have "popcorn" texture, you wet it and use a putty knife to remove it. Empty the room and lay a plastic cover on your floor because this job is pretty messy. Open the window and wear a good mask.
it's been painted over at least twice, if not more
If you to are a "tenant", I would either live with it as it is, or find a new apartment! Your options all amount to A LOT of work and mess.
If the texture has been painted over a couple times, you will probably not be able to get it off, especially if it is on drywall. If the texture is not too heavy, it can be skimcoated over with drywall compound. This makes lots of mess and dust. Not something you want to live through if you are presently occupying the apartment.
Worse case scenario is ripping the drywall down and starting over. Your "chisel and hammer" comment may not have been too far off! :(
