Stone Dust vs: Sand / Flagstone Patio

What is the best material to install bluestone flagging in? Sand or Stone Dust? I feel stone dust may be more stable, compact bettter??? Most web sites say sand though.. Any reccomendations?

Where do you live? What is the quality of the sand and dust?

We normally use crushed granite gravel for the sub layer, then a layer of sand + portland cement (stabilized sand) then a very thin layer of sand before the stones go down. But we ain't got no steenken stone dust round these parts.

If you can get your hands on crushed slate dust - that stuff packs like ceement.

I live in Upstate Ny. I have down about 12" of compacted cruher run right now. I have quality materials readily available in my area, just looking for the best possible install. Leaning torward the stone dust..
