Steam Heat for a 7 Unit Vintage Building


Looking for advice on how what is causing 2 units out of 7 in our small vintage building to be cold when the heat is on and functioning fine to the other 5 units.  We have a single zone steam system and the garden unit and first floor unit, just above the uninsulated basement, say "the boiler" is broken. Is it more likely the lack of heat is due to a boiler/piping issue or the radiators themselves?  These two units also say the banging noises are severe. What would be the best process to try getting this sorted out before next winter?  The garden unit's radiators are actually in the ceiling and were bled (which we were told helped slightly), but I am not sure what, if anything, has been done in the other unit. Is it possible for radiators to be too small for the rooms they're in?  I saw photos of some of the radiators and they are less than a third the size of the radiators in my unit (same layout).
