Spray coating over concrete - can I paint it?

I have two concrete areas and steps leading to my house. These were sprayed ages ago with a coating, which i think was called 'pebbles'. This coating is now starting to peel and is so outdated in colour that it looks very unsightly. :(

My question is, if I peel off all of the coating that I can, can I paint the coating and concrete with a concrete paint, or will it just peel off the coating?

You should be able to paint the concrete. But like any other paint job the prep work will make the job. Scrape all that old mess off and get a good quality concrete paint and follow the directions on the label.
