Sound Barrier for old wood flooring

we have wood flooring on our first floor. there doesn't seem to be any subflooring between the floor and Joists. only a old paper barrier.

house was built in 1935 in Mass.

so when the washer and dryer are running in the basement, we hear it very clearly in the living room.

i'd like some suggestions on installing a sound barrier between the joists in the basement. basement is not finished and drop ceilings are hideous.

what kind of material can I use to stop sound, but not create a vapor barrier that will trap moisture in my basement.

anyone work with this material/system?
