Some of the boards on my new deck are spongy and creaking

We just finished a deck which has a wooden support system and aluminum deck boards and railings. A few of the boards are annoyingly spongy and creaky and in looking beneath the deck it appears the reason might be that some of the boards aren't lying flush on some of the joists.

I have these questions:

  • Are boards not lying flush on joists a possible culprit for the creaking and sponginess?
  • What can be done to correct the issue?

The joists may be slightly bowed. If the deck boards are straight you could shim betwenn them and the joists.
