soil erosion in the backyard

we bought our house few years ago. the owner had rented the house and ofcourse, the tenants did not bother to take care of the backyard. once we cleared up the leaves which i think had been piling up for years or months, we noticed that the backyard was flat in the middle and sloped on the border on two sides into a gap between the land in the middle and the fence. i hope i am explaining myself well as honestly, i dont know how to explain this situation.

we called couple of landscapers who gave us high estimates on a retaining wall on the two sides to level up the yard. some even suggested i should plant arbovites all around and make it look pretty and leave the slope just fill it with some top soil and mulch.

i am looking for some non-pricy solution that can make my yard usable and nice. any ideas. btw, my property in on a block that is going down hill.
