Soffit vents/Insulation/Baffles

I live in a split level house built in 1982 near Chicago. I read that I should have at least R38 in the attic of my Pink Panther house. I discovered I only have R19. It has a vapor barrier paper side down. I bought enough R30 rolls to cover the existing insulation. I'm going to roll it out perpendicular to the original.

The house was re-roofed by a professional and friend so I know it was done right. He added more attic vents. There are no soffit vents but they are made from grooved aluminum as shown below.

There are baffles but only every fifth Joice space. I was told I need a baffle in every space. Today I spent two hours in which I installed six baffles. It was murder. After I caught a nail in the back of my head I quit. I'm thinking about blowing it off.

I Closed myself up in the attic and lit a match. I blew it out and watch the smoke go straight up and out of the roof vent. I think I'm in good shape but I need confirmation.
