snow plowing/dumping

I live near the end of the street where no one ever park their cars. Almost every time the city plows come through they push the snow up onto my sidewalk, leaving big chunks of snow to shovel up. It is about a 200 ft stretch that gets the snow, The rest of the neighborhood doesn't. One of the city supervisors told me that this happens when they go thru too fast. The new supervisor says they can't go too fast while approaching the cross street and has no explanation why I always get dumped on. He claims that if there was a reason why only a small stretch gets it and it can be dealt with he would. We all have the same width green belt. Is this a speed issue?
