Small holes in the walls above mouldings

We have a home built in 1893 and there are small holes in the walls right above the mouldings. They are evenly spaced around the room. They are no bigger than maybe the diameter of a pencil. Our question is what are these from and can we fill them in or do we need to keep them open?
Thanks

Re: Small holes in the walls above mouldings

Is it possible that there was at one time a two part trim around the room and one of the pieces was removed leaving nail holes?
