Selecting an Architect and what are reasonable fees

My husband and I bought a 1940s Cape Cod. We want to make a lot of changes. We have consulted with an architect about our "wish list" for the house that includes adding a master suite, taking down some load bearing walls, making outside stairs to the basement, creating egress windows in the basement, and some other minor design items. The architect we spoke with works on a flat fee and not by a percentage. The question is what is a reasonable fee for an architect? We received a proposal for $25,ooo and we believe this is exhorbitant. Is there a general rule for what % of a budget you should spend on the design? Thanks for any help you can give us.
