Securing Scaffolding to a Building

I am erecting scaffolding to fix the gutter on my roof and want to secure the scaffolding without drilling holes in the concrete of the home. Does anyone have any ideas about how I can secure the scaffolding?

OSHA rule: A scaffolding must be secured to the building. Drilling for anchors is the way to do it. When the job is done, you can fill all holes.

There are tons of other rules, I hope you follow them to prevent a tragedy. I've seen a scaffold collapse while under construction, not a pretty sight.

Is this a 2 story building?
