Securing a loose ledge behind our house

We have a rock ledge in the laundry area right behind our house that is mostly solid, but appears to have large separate rocks wedged into the middle section, held in place by soil that has been eroding. There are tree roots visible among the rocks. The location, a small area only accessible via a narrow door or over the top of the 7-foot ledge, is almost impossible to get heavy machinery into. 

Any ideas for how to secure the loose stones against possible collapse? Bolting them together, propping them up, digging/blasting them out to be replaced with concrete, fencing them in?

We are on Cape Ann, north of Boston, if any masons or landscapers nearby are interested. Thanks!
