Second floor always cold

i have a old 2 family brick house 2 floors with 1 steam boiler for both floors, for some reason the first floor is nice and warm and the second floor is always cold, the thermostat is located on the first floor always set on 71F 72F. the first floor has only 3 steam radiators and the second floor has 7 radiators. i installed new windows for the second floor did not help. how can i solve this problem?

You will need to map out the distribution system (pipes) and look for any balancing valves. If you can't do this yourself, then you will need to hire an expert.
