Sealing Glass Block Panels

The house is constructed of split face concrete block, located in
Tucson, AZ. It appears that steel lintel plates were placed at
the tops of the openings that were later filled with glass block
and mortar. Even in the desert we get wind driven during the
wet seasons. A couple of the panels leak water at the mortar joints
when this happens. One panel looks like it is also leaking at the
lintel plate, possibly between the plate and the concrete block

From my research it looks like siliconized latex caulk is the best
probable sealer. What is/are the recommended procedure(s) for
prepping the mortar and block to get a lasting seal? These panels
face West and get big time heat and UV exposure. Is there a
better type of caulk? Would paint over the caulk help?
