rocking toilet

i am remolding a bath in a 1930s home. the floor is tile with 2 inches of cement under it. the old toilet rocks because the floor has settled and sloped towards the front of the toilet. the flange is basically to tall by about 5/8s of and inch. will shimming it do the trick or should i remove the old flange and reset it lower. thanks!

The correct thing to do is to replace the flange and to cut the closet bend lower to accommodate a new flange. But if you find that too much work I have used Metal washers to take up the gap where the toilet rocks, then I caulk around the toilet to ensure the washers stay and to keep water from getting under the toilet.

I have the same issue. is there any way of cutting the soil pipe and reinserting a new flange pipe? How would you be able to cut the pipe?
