Restoring old wooden windows

My hubby and I are about to start restoring our old wooden windows. I noticed that our windows throughout the house are different from the upstairs to the downstairs.

Our upstairs windows are the old wooden sash rope and weight style but downstairs they are not. I do not see any ropes, chains, or anything that is similar to that style. What types of windows are these? Also, what are the recommended procedures for restoring non sash rope and weight windows? Just really seems odd that they have two styles in the house. Any ideas and suggestions would be greatly appreciated.
