replacing stone on porch risers

my builder used a slate-y rough stone for the risers that match the stones on the walkway leading to the porch. The look has been great but they have been crumbling almost from the beginning and are now unsafe as they are too short for most feet and quite uneven. He says we need to completely demolish the steps and start from scratch- with a big price tag. He isn't willing to help with that saying I wanted the lovely stones. When originally choosing the stones he agreed they were cool and an unusual application. It wasn't explained to me that they would disintegrate in less than 3 years.
Is there anyway to demolish only the stone on the risers, buy the large more traditional bluestone steps/caps and replace?
