Replacing old Concrete Block

I have an old cistern that is my back porch. The cistern isn't being used, but retains water in the bottom which is pumped out periodically. Over the years, the concrete block above ground is disentegrating. I need to know if I can knock out the old block and replace with new?

I don't see why not.

Check with your neighbors, see if they have it and what they have done.

Unused wells, cisterns, pools, and pits need to be filled in for safety purposes. Should someone fall in and be injured, you will be held liable if you knew the hazard existed.
