Removing dried paint in picture rail

Just moved into a 1920’s colonial with coved ceilings, plaster walls, and picture rails, which I love.  But the last painter let the ceiling paint slop behind the picture rail and now my hangers don’t sit snugly on it.  Ideas for the best tool to remove the dried paint from the narrow gap between wall and rail?   A utility knife is slow going so far...

Try a hook scrapper, you should be able to get one from most hardware stores.
