Remove flooring under bullnose starting step

I need to replace 4 floorboards under a bullnose starter step and I want the the boards to slip under the step by at least an inch to make a seamless repair. There seems to be no barrier under the step (I can slip a piece of paper between the floor and the bottom of the step) except for the 3rd board to which I will butt end the replacement board. How do I remove the wood on boards 1, 2, and 4 under the bullnose starting step by an inch?
