Radiant heat for mudroom, tiled floor over concrete slab.....in New England

My question is simple. We're adding a mudroom, have footings, frost walls, the slab remains to be poured. What is the most efficient way to heat the room? One contractor says put 2" foam insulation on top of the vapor barrier which he'll put over the dirt, then the iron wire mesh, then lay the elec. tubing then pour concrete over all - they lay the tile floor on the concrete. We'll be heating the mudroom essentially after heating the concrete first. Another guy says insulation and vapor barrier should go over the poured concrete, with the radiant heat elec. tubing on top, heating the tile floor directly. Another opinion said a floated floor . ??????????????

Sounds like any of the options you mention will work---my only question is what kind of heat do you have in the rest of the house, & have you thought of tying the mud room heat into what already exists as your main source of heat---usually much less expensive, especially if you have hw heat.
