Primer Question Over Plaster

We have redone our bathroom and primed the walls in preparation for paint.

Unfortunately when pulling up the masking tape, the paint didn't stick fully to the wall and seemed to pull away from the wall. Reminds me a little of cling wrap.

1.) Did we apply to thick?
2.) Anything to do with us painting over older plaster walls instead of drywall?

We ran a razor along the edge of the edge of the masking tape to pull off but we still have some paint that has pulled up. Should we just spackle over this or sand?
