Is it possible to paint or stain what i believe is ceramic tile?

That depends on the tile and where its located. What are you trying to achieve?

Re: painting tile

it is floor tile. the color is blue-green and not at all what I like. I would like it to be a lighter color, if possible beige. it is located in the foyer, hall and kitchen.

Ah, that makes answering easier.

Yes you can do that. Hopefully the floor tile is old. Use garage floor type epoxy paint.

1- The floor must be prepped VERY well
2- There will be an odor for a while
3- It doesn't handle like regular paint so read the instructions and watch some YouTube videos
4- Allow for the full cure time or your furniture will stick to the floor.

MJR:

Keep in mind that painted floors are very slippery when wet. You may find that you'd much prefer the blue green tiles to painted blue green tiles during the winter.
